Because company failed disclosure rules involving payments to city consultant.
Dad had not voted.
He had not attended deliberations.
Russell publicly accused him anyway.
Dad released recusal records.
Dates.
Emails.
No speech.
Documents.
Rumor faded.
Later state financial investigation resolved separate booster issues with restitution, penalties and legal proceedings based on each person's proven conduct.
