Mason Burke making younger student carry football equipment as “payment.”
Seniors taking cash.
Coach Hall visible in background twice.
Not necessarily hearing everything.
But culture clear.
Older athletes had status.
Younger kids served.
Teachers avoided conflict.
Phones recorded.
Nobody collected evidence until now.
One counselor had fourteen complaints tagged:
peer conflict
Investigators reclassified several.
Language had minimized pattern.
“Bullying” would have triggered required procedures.
“Conflict” did not.
