Chapter 13 - THE CITY CONTRACT

Walker Construction's city bid became politically explosive.
People demanded Dad disqualify them.
He refused.
“I’m recused.”
“But they're stealing from school,” I said.
“Allegations involving booster finances do not automatically decide procurement.”
I hated answer.
“That's unfair.”
“It would be unfair if I changed rules because their son hurt you.”
Hard.

Independent procurement committee reviewed Walker Construction normally.
Then discovered separate issue.
Company had failed to disclose consulting payments to a city project advisor.
Now bid faced trouble on its own evidence.
Dad had done nothing.
