The next thread came from commissary.
Women complained that detergent packets cost nearly twice what similar products cost outside.
Normal prison markup explained some.
Not all.
Crestline supplied bulk detergent through a subcontract.
Prison accountant Melissa Grant noticed discrepancies after state auditors requested contract records.
Invoices listed premium detergent.
The facility received generic product.
Difference over three years:
$214,000.
Not necessarily theft by the prison.
Potential vendor overbilling.
Deputy Warden Carla Briggs had approved every invoice.
Briggs was known for discipline.
She also had a consulting company registered to her husband.
That company received payments from Crestline.
Now the story widened.
Helen’s son’s company.
A prison vendor.
A deputy warden’s family.
And overbilling funded partly through inmate commissary charges.
