Chapter 11 - Protected Priority A

Julian stared at label.
“Protected Priority A.”
He said it again.
“What does that even mean?”
Tessa answered:
“According to program manual, candidates strategically important to defense-sector continuity.”
“Candidates.”
“Cadets from partner families.”
“High-value technical specialties.”
“Future leadership prospects.”
Julian laughed bitterly.
“I thought Dad believed I was special.”
Mara looked at him.
“He probably did.”
“Those can coexist.”
Julian hated.
Protected because son and asset.
Then data showed other protected cadets who genuinely excelled.
Not every success fake.
Some never knew.
Program offered internships, mentoring, donor access.
Legitimate elements.
Corruption entered when discipline and evaluations modified.
Investigators identified 43 questionable adjustments over 12 years.
Not hundreds.
Still serious.
Mara insisted:
“Do not assume every protected cadet undeserving.”
Case-by-case.
Then Evan’s status:
Adverse Technical Liability — suppress commissioning pathway.
Direct.
He saw.
No ambiguity.
Independent military board reopened his record.
Could restore honorable program status retroactively, but he did not want commission now.
He wanted correction.
Then board offered formal expungement of cheating finding and written apology.
Evan accepted.
No honorary rank.
No medal.
Just truth.
At ceremony? He refused public.
A letter arrived.
He read at kitchen table.
Mara beside.
Finding unsupported and materially affected by unauthorized record manipulation.
Evan cried.
“Dad should see.”
Mara placed Thomas notebook nearby.
“Maybe he knew enough.”
Evan:
“Not same.”
“No.”
Then they hugged.
First time in years.
Mara whispered:
“I’m sorry I didn’t believe.”
Evan:
“I know.”
This time "I know" okay.
Then Julian asked to meet Evan.
Evan initially refused.
Why meet son of man?
Julian wrote:
I benefited from system that hurt you. I didn’t build it, but I accepted benefits without questions. I am trying to understand.
Evan agreed once.
Public café.
No cameras.
Julian said:
“I’m sorry.”
Evan:
“For what you did to me?”
“No.”
“I didn’t know you.”
“Then don’t apologize for father.”
Julian stopped.
Evan:
“Apologize to people you hurt.”
“Then do something different.”
Julian nodded.
Simple.
Then Julian asked:
“How live after career ruined?”
Evan smiled.
“My career wasn’t ruined.”
“My military plan was.”
“I built another.”
That mattered.
Julian had been acting as if expulsion ended life.
It did not.
Then Victor called Julian from counsel office.
He demanded he stop cooperating.
Julian refused.
Victor:
“You are handing them family.”
Julian:
“You made family evidence.”
Silence.
Then Victor said:
“I did everything for you.”
Julian replied:
“That is problem.”
He hung up.
First time.
Then Elise invited Julian to stay with her temporarily after academy discharge.
He hesitated.
Accepted two weeks.
No instant mother-son restoration.
He slept in guest room.
Found childhood photos.
Realized she had kept all.
Then investigators filed charges against Martin Shaw:
fraud.
records tampering.
conspiracy.
Elaine Porter:
unauthorized access and records falsification; cooperation plea likely.
Victor remained under grand jury investigation.
No charges yet.
Defense team publicly blamed rogue employees.
Mara warned:
“Need prove what Victor knew and intended.”
Then forensics found voice memo from Shaw? Too convenient. Better email chain.
Victor to Shaw after one cadet case:
Your discretion is why the program works. Keep donors out of official channel.
Shaw:
Understood.
This shows awareness.
Then a separate:
Julian cannot have another formal incident before selection board. Fix classification.
Direct enough.
Victor's legal exposure now stronger.
Then one final folder:
VANCE / FAMILY SETTLEMENT STRATEGY
Created after Thomas death.
Whitmore planned offer to Evan:
$4 million in exchange for release of claims and confidentiality if relay issue resurfaced.
Never sent.
Mara saw.
Her family had been assigned a price.
Then Evan said:
“Four million?”
Mara:
“Apparently.”
He laughed.
“Could've used it.”
She smiled.
“Too late.”
Then he became serious.
“I’m glad he never sent.”
“Why?”
“I don’t know if I’d have said no.”
Honesty.
Money pressure complicates.
Then Mara found a subfolder with her name:
Promotion / Containment
Victor had monitored career more actively than she knew.
But one memo surprised.
Do not obstruct Vance promotion. Increased visibility may reduce litigation risk.
Victor sometimes supported her promotion strategically.
Power not simply enemy.
He had shaped environment both directions.
Mara felt violated.
Then Rourke said:
“Maybe worst part is not being held back.”
“It’s being managed.”
May you like
Exactly.
And that was what Julian had lived his entire life too.
