Mercer appeared unexpectedly the following morning.
He surrendered.
Not to the sheriff.

"I want out."
Samuel kept his rifle lowered.
"Why?"
"Rourke killed my brother."
Samuel froze.
Mercer explained.
His brother had discovered the water scheme.
Rourke ordered him silenced.
Mercer had joined the gang afterward, believing money would protect him.

It contained payments to judges, officials, and private investigators.
At the bottom was a note.
