Chapter 8 - The Other DogsValor Ridge's records unraveled quickly once investigators matched service numbers against verified disposition dates.

Seventeen questionable invoices became twenty-six.

Some were clerical duplication.

Those were removed.

Others were explainable timing issues.

Also removed.

Nine remained impossible.

Dogs billed for treatment after adoption.

One billed after death.

Two billed simultaneously at another federal facility.

Total suspicious amount:

$214,600.

Not millions.

Enough.

But investigators also found a second problem.

Valor Ridge received $3.1 million for kennel modernization.

Subcontractor:

Mercer Facilities Solutions.

Owner:

Nathan Mercer's older brother, Glenn Mercer.

Nathan had disclosed that relationship on one form.

But not on another certification tied to payment review.

Conflict-of-interest rules became central.

Did Nathan steer work?

Did he merely approve a contractor already selected?

Was the omission intentional?

Independent investigators took over.

I recused fully.

That frustrated reporters.

They wanted me to confirm the scandal.

I refused.

Then someone leaked my connection to Bruno.

Headlines appeared:

RETIRED GENERAL'S DOG LINKED TO CONTRACT FRAUD REVIEW

I hated them.

Bruno was not “linked to fraud.”

His service number had been misused.

Words mattered.

Captain Ward called.

“You okay?”

“Yes.”

“Liar.”

“Retired generals are allowed.”

“No.”

She had become bold quickly.

I liked her.

She told me two former handlers had contacted the clinic after seeing the news.

Their retired dogs also appeared on invoices.

They were furious.

One, Staff Sergeant Miguel Santos, said:

“My dog doesn't get to serve eight years and then become a billing code somebody reuses.”

Exactly.

This story stopped being about Bruno.

The dogs could not sign complaints.

Handlers became their records.

Their witnesses.

The transition system existed because military working dogs were government property during service and living animals requiring careful retirement afterward.

That combination made paperwork unusually powerful.

If paperwork lied, dogs disappeared administratively long before anyone noticed.

We started reconstructing every questionable case.

Not emotionally.

Methodically.

The truth did not need us to decorate it.
