Chapter 17 - The Money That Came Back

Civil recovery took longer than criminal case.

Money does not confess.

It moves through accounts.

Lawyers argue percentages.

Rainier Civic’s $6.7 million profit could not all be treated stolen because much investment capital was lawful.

Forensic accountants traced approximately $280,000 of misused Northstar funds into initial purchase.

Courts ordered return of that principal plus proportional gains attributable.

Peter Voss estate paid several million in settlement without admitting every allegation.

Some assets went to heirs who had no knowledge.

Protected portions stayed.

City used recovered funds for:

evidence-system reforms.

park infrastructure.

settlement to Ortega estate.

community programs.

Critics wanted more.

Always.

Then question:

Could police asset forfeiture money be used to compensate someone harmed by its misuse?

Legal restrictions complex.

City general fund covered portions instead.

Not everything can be neatly recycled into justice.

Then Harbor? no.

The property attorney forfeited fees.

Procurement officer paid restitution.

Graham Voss judgment.

Evan paid back $24,000 questionable consulting money plus penalties.

His earlier $96,000 had been returned in 2019, confirmed.

That mattered.

Not innocence.

But record.

Then Department considered revoking Dad’s commendations.

Independent review recommended only those tied directly to Northstar be withdrawn.

Others remain.

My mother agreed reluctantly.

One award for integrity leadership from 2020 was rescinded.

Irony deserved.

She did not fight.

Then Samuel Reed scholarship? There was a small K9 scholarship named for him? We hadn't established. Could be. No need.

Then news cycle moved.

Elections.

Sports.

Weather.

Scandal ceased front page.

That was strange.

Our family still living it.

Public had moved.

Good.

Then Luis Ortega estate held private memorial.

Six years after resignation.

Elena invited us.

Mom went.

I went.

Evan couldn't due custody.

We stood near photograph of Luis laughing.

No uniform portrait.

Mateo spoke:

“My father was not vindicated because powerful people finally admitted he was perfect.”

“He wasn’t.”

“He was vindicated because accusation he stole was false.”

Then he thanked investigators.

He did not thank my family.

Fair.

Afterward Elena approached Mom.

Margaret whispered:

“I’m sorry.”

Elena stared for long.

Then:

“I know.”

No hug.

No forgiveness performance.

Then she handed Mom old barbecue photo.

“You should have copy.”

Mom cried.

That was more generous than speech.

Then Mateo asked me:

“What happens to Titan?”

“Retires next spring.”

“You keeping?”

“Obviously.”

“Ava disappointed?”

“Devastated.”

He laughed.

Then:

“Funny.”

“What?”

“Dog found what department buried.”

“Technically he found narcotics scent and bad hatch.”

Mateo smiled.

“Still correcting headline.”

“Occupational disease.”

Good.

Then Titan and I ran another outreach patrol.

Same type as Chapter 1.

Kids asked pet.

I gave permission one at time.

Titan calm.

A father recognized.

“That’s dog.”

“Yes.”

“Hero dog.”

I smiled.

“He’s a working dog.”

Father nodded.

Then his little boy asked:

“Did he catch bad cops?”

“No.”

People keep wanting story simple.

“He helped a girl.”

“Then humans investigated.”

The boy looked disappointed.

Titan licked his glove.

Immediately thrilled.

Maybe simplicity okay for seven.

Adults had to do more.

Then I looked across park.

Fresh grass over repaired chamber.

No visible scar.

That bothered me.

Not because I wanted memorial.

Because smooth surfaces make forgetting easy.

City planned small interpretive sign near historic park acquisition.

Not about corruption explicitly? It included transparent QR code to full audit.

Enough.

Then Titan stopped.

My body tightened.

He sniffed trash can.

Sat.

Narcotics alert? Could be training? We were outreach, no search. I redirected.

Nothing.

My heart remained jumpy.

Trauma belongs handlers too.

Titan moved on.

Then I laughed at myself.

May you like

Not every alert is buried family secret.

That lesson had to stick.
