Chapter 11 - Graham Voss

Graham Voss looked exactly as I remembered.
Tall.
Silver hair.
Expensive glasses.
He attended my academy graduation.
He spoke at Dad’s funeral.
Now he sat at defense table.
Charges focused on financial fraud and official misconduct.
The prosecutor did not claim he stole all $740,000.
That would have been false.
Instead:
he authorized off-book transfer.
concealed use.
allowed seized funds to seed private property investment.
pressured record alteration.
participated in scapegoating Luis.
Documents strong.
His defense:
Northstar involved confidential operations.
asset handling in 2019 was chaotic.
Peter Voss’s investment happened through intermediary without Graham understanding source.
Samuel Reed independently altered record.
Evan independently invested.
Luis truly made chain errors.
Some true.
Luis had made minor errors.
Samuel acted independently at times.
Complexity.
Then old spreadsheets.
Peter labeled one line:
NSTAR BRIDGE — GV approved.
Could mean Graham Voss.
Defense said "general value."
Jury would decide.
Then property attorney testified Graham was present at meeting where seized funds discussed as “temporary bridge capital.”
Strong.
Graham’s face did not change.
Then my father’s recording played.
Voss:
Close Luis. Separate property. Everybody walks.
That was devastating.
Defense argued he meant close investigation administratively based available evidence.
Maybe.
Then Evan testified.
His plea? Not yet charged maybe cooperation.
He admitted everything.
Graham’s lawyer attacked him as liar seeking immunity.
Evan answered:
“I lied for six years.”
“Yes.”
“That’s why you should verify every word.”
Then prosecutor showed contemporaneous 2019 confession from hidden box.
He had written before any charges.
Corroboration.
Then my turn.
I testified only to discovery and authentication of Dad’s voice/family facts.
Not investigative conclusions.
Graham’s attorney asked:
“Officer Reed, your father falsified records.”
“Yes.”
“Your brother concealed evidence.”
“Yes.”
“Your family benefits by making Mr. Voss principal villain.”
I stared.
“How?”
“You preserve family reputation by shifting blame.”
“No.”
“Your father is dead.”
“He cannot be charged.”
“No.”
“Your brother wants leniency.”
“Maybe.”
“And you want to keep career.”
“Yes.”
Then:
“So everyone in Reed family has reason to blame Graham Voss.”
I thought of Dad’s letter.
Then answered:
“That’s why you shouldn’t believe me because I’m Reed.”
“Believe documents.”
The jury looked.
That was all.
Then Elena Ortega testified about Luis’s career.
Defense tried to show resentment.
She said:
“I am resentful.”
“Doesn’t change transfer sheet.”
Good.
Then Graham chose not testify.
Smart.
Jury deliberated.
Verdict:
guilty on multiple fraud/official misconduct counts.
acquitted on one broader conspiracy count tied later park sale due insufficient proof.
Mixed.
Real.
He was not convicted of everything people online wanted.
He was convicted of enough.
Then Peter’s estate faced civil recovery.
City sought profits traceable to misused funds.
Some assets innocent beneficiaries.
Court worked slowly.
No instant confiscation.
Then Evan received charges:
false statement in administrative proceeding.
obstruction by failing to report recovered evidence and influencing access.
conflict-of-interest violations.
Prosecutors declined charging theft.
Evidence did not show.
He negotiated plea to obstruction and official misconduct.
No immunity.
No hero.
He faced prison? Maybe shorter.
His lawyer asked family letters.
Mom wanted.
I hesitated.
Evan said:
“Don’t ask Marcus.”
Good.
At sentencing, Evan spoke:
“I learned early that protecting family could be called loyalty.”
“I used that word until it meant hiding truth.”
He received eighteen months incarceration, part suspended? Let's say 14 months custody and probation, loss of police position/pension adjustments according to law. But pensions often protected. Keep: 14 months in federal/state? Official misconduct usually maybe less. Let's say 10 months home confinement? Hmm. Since cover-up serious but not theft, maybe 12 months and one day plus supervised release. Fiction. Could say "a year in custody" to keep.
He also lost career.
That was huge.
Then Dad.
Posthumous administrative finding:
Samuel Reed knowingly falsified evidence certification and permitted unsupported discipline of Luis Ortega.
Also:
he preserved evidence later used to expose scheme.
Both.
My mother read.
She cried.
Then framed? No.
She put Dad’s awards in box for while.
Not throw.
Not display.
She needed time.
Then Titan received a departmental commendation proposal.
I declined language calling him “corruption detector.”
We changed:
For protective intervention preventing a child from falling through concealed structural hazard.
Accurate.
Ava would present.
That made me smile.
But before ceremony, another question surfaced.
Who sent anonymous message that led Evan to Annex B last year?
Investigators traced nothing.
Evan claimed no idea.
Dad dead.
Voss denied.
Then my mother found something in Samuel’s old email drafts.
A scheduled message created before death.
Recipient: Evan.
Subject:
Annex B.
Maybe my father himself had arranged to push truth after death.
The message never sent because account closed.
But someone copied text.
Who?
Mom’s laptop had been accessed by my cousin Eric during estate setup.
Eric admitted finding draft and sending anonymous message to Evan.
“Why anonymous?”
“I thought if I sent my name, he’d drag me in.”
Ironically he ended up dragged anyway.
No new mastermind.
Just another relative nudging truth while avoiding responsibility.
Eric faced no crime for message, but engineering board reviewed hatch shortcut separately.
He accepted negligence finding and safety remediation.
Again.
Everyone touched story differently.
The web was not one conspiracy.
May you like
It was many people making one compromised choice each.
And a dog stepping onto wrong patch of grass had pulled all of it into daylight.
